Yes, and tsunamis have hit several times (keep in mind a tsunami is moreso defined by a long traveling wave cause by some natural disaster... if that wave is 1 foot high, it s still a tsunami). A 20-30 foot tsunami is considered quite high, and that obviously wouldn t even get over the cliffs. Even a 100 foot tsunami - which, while they ve happened, are extremely rare and almost mythical - wouldn t get over the cliffs. So the only neighborhood of SF really prone to a tsunami is the Sunset (and parts of the Richmond - the couple streets nearest GG Park.During the 1906 earthquake, a tsunami hit and flooded the Sunset through what s now about 25th Ave. So, I guess if you live in the Sunset between the Great Highway and about 25th then you may have a valid concern. Otherwise... not a problem.
Yes it can. In fact, when I lived in Marin county(just north of SF) we actually did have a tsunami warning once. Nothing happened, but lots of people went to a shelter which was in the Marin county civic center at that time. But, the chances are far less then having a major earthquake in the city.

It might affect the west side of the city if one hit. Inside the Golden Gate, though, you might not even notice a thing until the news reports started coming in.
