I like the beaches in northern San Diego County. Curfew is going to be 10pm on all beaches. La Jolla, Cardiff, Encinitas, Leucadia and Pacific Beach (good shopping) are all cool and chill places to spend the day with friends. La Jolla might be a bit ritzy for teenagers though.
I ve always liked Carpinteria. It fits most of your criteria. You can camp right on the beach, and you have a fire pit. As long as you re quiet after 10, you can stay up all night if you want. The town has a lot of nice places to eat and shop.I d give Pismo Beach second place, only because you don t have any fire pits on the beach there.
Huntington Beach is your ticket. It has good size waves for boogie boards and they have a section for bon fires. they do close at 10 though but every bonfire place is like that. also there is main street which is a good 15 min walk from the pits. overall i think it s as good as you could get, good luck.

Look at the pictures I ve linked you to.One thing to keep in mind is the time of year you are going. May and June are normally overcast months in Southern California. Hence the terms May Gray and June Gloom. It will not be hot on the immediate coast. A few miles inland will be very nice. Hopefully you will get lucky and the marine layer will break for your birthday.Enjoy! Happy B-Day.
