No you can t, purely for the reason that you need to be 17 to be able to drive in the UK, the guy who says you need to learn to try on ice? Why on earth would you need to do that we don t have ice here we have RAIN.Also another fact is that in Europe, if for example I have a drivings license for England, and then I go to France, I can drive there no problem, so I think you MAY be able to drive here HOWEVER I am not sure about this and you would need to contact authorities or embassies or any contacts you may have to verify this as America is not within Europe the same rules may not apply.
