I copied this from the Dollar Car Rental site. http://www.dollar.com/AboutUs/GeneralPolB. Driving Age: The minimum age to rent a vehicle at most locations in the United States and Canada is 21 years of age. Please refer to the Local Policies for specific information on driver ages at the location where you intend to rent and the applicable charge for drivers 21 to 24 years of age.Originally I went to Thrifty who has the same policy as Dollar, but the website at JFK said Thrifty does not operate at JFK and they referred me to dollar. What you really need to do is go to the car rental websites and scroll all the way to the bottom of the page to the fine print. They all have a small list of site options and Policies or General Policies are among them. Click there. What it will eventually come down to is you calling the company at that precise location and confirming they follow the national policy of letting 21-24 year olds rent a car. You will pay an extra fee of up to $40 per day. They will also run a DMV check on your driving record.
Actually you can rent a car in NYC if you re over 18. However as another poster mentioned the rental company can add a surcharge to your bill http://www.nytimes.com/1997/03/28/nyregi
