I don t live in Port Richmond, but I live in neighboring Fishtown which has the same feel. The area is definitely changing. I am white but there is a black family beside me and an Indian family on the other. I ve never heard of anybody giving them any problems and Fishtown has the same reputation as being a racist area of Philly. You might not be 100% accepted in their social community but unless you have lived here for 20+ years, white or black, that s not going to happen anyway.
No more than any other part of town. In general, the whole area of the river wards is changing of the last 30 years. The Italian market has not been very Italian for 25 years for example. Is it still a mostly white area? Yes.
