What is the big pipeline floating in Corpus Christi Bay, TX? -

I saw a big floating pipeline east of the port channel starting near the Lexington. It did not appear to be marked or have lighted buoys. What is this thing? Isn t it a danger to small craft navigation?

It just showed up after hurricane katrina.
