Applying for student or immigrant visa to USA from saudi arabia......? -

hi;i am not a national of saudi arabia but i have residency permit of saudi arabia with me...i am living in saudi for last one year, just want to know if i want to apply for immigrant or study visa to USA, can i apply from saudia or i have to apply from my origional country????? Thanks in advance
