?????? If your question is how to getr the bill in your name, then go to the Peco HQ at 23rd Market st. with your bill your lease or property deed. As for paying it? Look into applying for a LIHEAP grant. A fed program that will pay up to $800 in Winter heating costs. The forms are at the office. PECO also has a CAP rate program to pay bills based on your income.
