Not yet. The DMV of Florida requires considerable identification to prove you are a US citizen or a US resident alien (green card). You are neither. Don t put the opportunity of getting your citizenship at risk by driving without a license.

Can I drive in Florida? -
For example, I am 16 years old, turning 17 in April. My parents live in Miami, we own an apartment, but we are not citizens, we are getting our green card very soon, and I don t have social security number.But I want to drive, and get my drivers license. At least, learners.Will I be able to?Thanks :)
