Most of the hotels and the best views are on the Canadian side. There is both a city of Niagra Falls on the US and Canadian side. Unless something has changed recently you cannot do the boat ride or climb down near the Falls in the winter.Buffalo is the largest bigger city on the States side and Toronto (40 min dirve) on the Canadian side.
There is a city called Niagara Falls in New York, so that s actually the closest city to the falls itself on the U.S. side. It s small, though, about 55,000 people. The closest major city is Buffalo NY; the city of Niagara Falls is a Buffalo suburb. There s also a separate Niagara Falls on the Canadian side of the border; the Niagara River splits around an island (Goat Island) at that point. But since you say you re visiting the USA, it may not be possible for you to cross into Canada depending on where you re from. And yes, you can visit in the winter. But dress warm!
Man that is going to be one cold proposalAs others have mentioned there is the town of Niagara Falls NY which although seedy in general has a safe well developed tourist area that is within a half a mile of the Falls If you don t feel like doing the drive ,Amtrak will get you there from PennThen there is the much nicer town of Niagara Falls Ontario .Once not long ago an American citizen didn t need a passport to visit Canada ,But today we do ...something to considerGood luck with the proposal
