Tokyo is large in population than New York. The population of Greater Tokyo ranges from 35 to 39 million people, of which 12.8 million live in the City of Tokyo. The population of New York City (within the 5 boroughs) is 8.5 million. However, when you include the Greater New York City Metropolitan Area (New York City, Northern NJ, Southwestern CT, and the Northern Suburbs) that population balloons to 18.8 million.I hope this infomration is very helpful.Good luckNative New Yorker

This is apple and oranges; Tokyo is not a city, not since 1943. After June 1st of that year, the city was abolished and merged with it s Prefecture (the equivalent to our concept of a state in the US). the area known as the 23 Special Wards , the area of Tokyo when it was a city, is only slightly larger in population than New York City. 8,653,000 Tokyo (23 wards)8,363,710 New York (5 boroughs)each of these Wards is it s own municipality.
