NYC isn t usually as bad as upstate as it is near the ocean, but you ll still need some warm clothes, gloves, knit hats, scarves and waterproof, insulated boots. NO peep toe boots in the winter - whoever would recommend that is a bone-head. I have one mid-weight, hooded coat for most days and one Arctic parka for the really cold days. Layer up on the really cold days too. Thermal underwear out. It gets well below zero up here near Syracuse..bh.
Peep toe boots would be a bad idea. During the winter I wear my wool socks with my wool-lined boots and I m just comfortable, not overly warm. I d rather be comfortable than fashionable. I work in midtown and dressing for function is more common than dressing for fashion.

do buy a peep toe. remember that NY has extremely cold weather, so buy warm clothessuch as scarves, jackets, mittens, etc.
